God does evil in the city. There can be no getting away from this. Amos 3:6 says "Shall there be evil in a city, and the LORD hath not done it." In Amos, we can see that the evil was designed to induce repentance in Israel. That repentance was not forthcoming, so God raised up a nation to afflict them.
